What is the Summer Pandemic Electronic Benefits Transfer (P-EBT) Program?

The benefits offered are through the Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps. This supplemental benefit is federally funded and offered through the Food and Nutrition Services of the United States Department of Agriculture and is administered locally by the Department of Public Health and Social Services (DPHSS) in partnership with the Guam Department of Education (GDOE). The Guam Department of Education (GDOE) identified eligible children for P-EBT benefits based on free or reduced price meal applications from school districts through the National School Lunch Program (NSLP). Each eligible child will receive $438 from the Summer P-EBT program.

Who is eligible for the Summer P-EBT Program?

Both school-aged children and children under the age of 6 who were enrolled in SNAP durning one of the summer months of 2021 are eligible. See specific criteria below.

Criteria for Eligible School Aged Children:

  • Same identified eligible school-aged children approved on the initial P-EBT Plan for SY2020-2021 to include students enrolled and/or newly eligible prior to the end of SY2020-2021 for both GDOE public schools and DoDEA schools.
  • GDOE District (public schools) that operated under the Community Eligibility Provisions whereby all students avail to school meals at no cost.
  • DoDEA District school meal applications for SY2020-2021 that identified student’s eligible Free or Reduced-Price school meals and students that were directly certified in SNAP households.

Criteria for Child Care:

  • Children are eligible for summer 2021-PEBT child care benefit if they are under age 6 and enrolled in SNAP during one of the summer months for SY2020-2021. Enrollment in a childcare program at the end of the last school year or during the summer is not a requirement for P-EBT summer childcare benefits if the child is under age 6.
  • SNAP enrollment during the summer is a necessary requirement for summer child care benefits. If the child did not receive SNAP during one of the summer months, then the child is not eligible for P-EBT childcare benefit. It does not matter that the child may have been enrolled in a childcare or received SNAP at the end of last school year.

I was previously issued a P-EBT card for my child. How and when will Summer P-EBT money be issued?

If your child was previously issued a P-EBT card in the initial issuance round (Fall 2021), you do not need to get another card. Benefits were electronically issued to each card on April 8, 2022.

My child's previously issued P-EBT card was lost/stolen. What do I do?

If your child was previously issued a P-EBT card but the card was lost or stolen, please visit the Ran Care Building, 2nd Floor Issuance Window, in Tamuning (across National Office Supply) to receive a new one. Hours of operation are M-F, 8am -4:30pm (excluding regular government holidays). You do not need to register in order to pick up a re-issued card.

I have eligible child(ren), but have never received a P-EBT card. What do I do?

If this is the first time to receive P-EBT, then a separate and new EBT card will be issued to you on behalf of each of your child(ren) who were determined eligible. Please register via Eventbrite to pick up your child's card. WALK INS WILL NOT BE ACCEPTED.

Where do I pick up my child(ren)'s P-EBT card?

P-EBT card distribution will occur at the Ran-Care Building, 2nd Floor, in Tamuning (across National Office Supply). WALK INS WILL NOT BE ACCEPTED.

Who is allowed to pick up Summer P-EBT cards on behalf of eligible child(ren)?

Adults who are listed as the child's PRIMARY parent/guardian in GDOE's Student Information System are allowed to pick up P-EBT cards on behalf of eligible children. The PARENT/GUARDIAN picking up the P-EBT card should make only ONE APPOINTMENT listing the PARENT/GUARDIAN’S NAME as the TICKET HOLDER no matter the number of eligible children. PLEASE DO NOT CREATE THE APPOINTMENT UNDER THE CHILD’S NAME.

What should I bring in order to pick up my child's P-EBT card?

Adults who are listed as the child's PRIMARY parent/guardian in GDOE's Student Information System should bring a valid photo ID (such as Guam driver's license, Guam ID, military ID, or passport). Photocopies or digital copies of ID's will not be accepted.

A printed or electronic copy of your Eventbrite ticket will also need to be presented upon entry. Please arrive no earlier than your appointment time in order to ensure timely service to all parents.

To save time, you may download, print and fill out the P-EBT Issuance Form and bring to your appointment. These forms will also be available on-site.

How can I cancel my appointment or change my appointment time/date?

Login to your Eventbrite account; click on your profile email on the upper right side of the screen; select "tickets". After selecting the "Summer Pandemic EBT Card Distribution" event, you will see the option to cancel on the left side of the screen (orange button). Once cancelled, you may make a new appointment.

I entered incorrect information when making my appointment. How can I update it?

Login to your Eventbrite account; click on your profile email on the upper right side of the screen; select "tickets". After selecting the "Summer Pandemic EBT Card Distribution" event, you will see the option to "edit" on the right side of the screen.
